Convert a PDF into One Self-Contained Web Page

Create one self-contained HTML file, either reflowing semantic markup or an exact layout with selectable text.

Free, with no sign-up and no watermark. The file is processed in your browser and never uploaded.

Create one self-contained .html file from a PDF, with images embedded so nothing else needs to be uploaded. Semantic mode produces clean HTML — real headings, paragraphs, lists, tables and images — that reflows on any screen. Exact layout shows each page exactly as in the PDF, with an invisible, selectable and searchable text layer on top.

Step by step

  1. Upload the PDF: Any PDF; Semantic mode needs a text layer.
  2. Choose a mode: Semantic (reflows on any screen) or Exact layout.
  3. Pick pages: Leave Pages empty for all.
  4. Convert: Click Convert to HTML, then open the file in any browser.

Archiving the look

Exact layout keeps the design while staying searchable.

Good to know

  • Exact layout files are larger because each page is embedded as an image.

  • Semantic mode doesn't keep the PDF's colours or exact positions — that's the point: it adapts to the screen.

  • Scanned PDFs have no text to rebuild — run them through OCR PDF first.

Questions

Are my files uploaded anywhere?

No. The file is read and processed by JavaScript running in your browser tab. Nothing is sent to a server, and the result is created on your device.

Is it one file?

Yes. Images are embedded as data, so the single .html file contains everything.

Can I edit the result?

Yes, it is plain HTML. Semantic mode is the easier one to edit.

Are links kept?

Text is rebuilt from the page; clickable links in the PDF are not recreated.
